I’ve seen this question asked 3 times in as many days so I’ve decided to do a writeup on the solution. The behavior seems to be caused by a virus infection which is fairly resistant to automatic cleaning. If you have already gone through the steps outlined here and the problem persists then you will have to remove the infection manually.
First up double click on My Computer, then click on Tools, Folder Options, click the View tab, and check the Show Hidden Files and Folders check box, uncheck the Hide Extensions box, and uncheck the Hide System Files checkbox. Now click ok.
Next open up the Task Manager by pressing Ctr-Alt-Delete and clicking Task Manager. Now find every instance of WSCRIPT.EXE and right click on it and click End Process. Once you have killed all of those processes you will have to remove the infected files.
First go to Start, Search. Click on All Files and Folders. Now in the second blank put MS32DLL.dll.vbs, now click on More Advanced Options, make sure that Search System Folders, Search Hidden Files and Folders, and Search SubFolders are all checked. Click the Search button. After a few minutes the search should return several files named Autorun.inf. Delete all of these files.
Now go to C:\Windows and find a file named MS32DLL.dll.vbs and delete it.
Now we have to remove two registry entries. To do so copy the following lines into Notepad and save the file to your desktop as fixopen.reg. When you save it make sure you choose All Files from the drop down box or Notepad will make it a .txt file instead.

Now double click on the fixopen.reg file and say Yes to the changes.
We’re almost done, just a couple of things left. Go to Start, Run, and type GPEDIT.MSC and click ok. Now on the screen that pops up go to User Configuration, Administrative Templates, System and double click on Turn Off Autoplay. Now in the new window select ENABLE and then choose All Drives. Now click ok and close the GPEDIT window.
The final step is to go to Start, Run, type MSCONFIG, and click ok. Then click on the Startup tab and find MS32DLL and uncheck it. Now click ok and reboot your pc.
Your C drive should open up normally now with no further trouble.
