I’ve seen this question asked 3 times in as many days so I’ve decided to do a writeup on the solution. The behavior seems to be caused by a virus infection which is fairly resistant to automatic cleaning. If you have already gone through the steps outlined here and the problem persists then you will have to remove the infection manually.

First up double click on My Computer, then click on Tools, Folder Options, click the View tab, and check the Show Hidden Files and Folders check box, uncheck the Hide Extensions box, and uncheck the Hide System Files checkbox. Now click ok.

Next open up the Task Manager by pressing Ctr-Alt-Delete and clicking Task Manager. Now find every instance of WSCRIPT.EXE and right click on it and click End Process. Once you have killed all of those processes you will have to remove the infected files.
